To make the sauce, mix the vegetarian oyster sauce, sugar and sesame oil. Stir well until the sugar is dissolved.
Cut the cabbage into 1-2cm cubes. Cut the carrots into stripes and slice the green onion.
Mix the flour, vegetarian oyster sauce and water. Stir until smooth.
Add cabbage, carrots and green onion to the mixture. Mix well.
Heat oil on a medium-heat pan. Turn to low heat. Add the mixture. Press to form a 2cm thick round cake. Fry for 4 minutes. Turn the cakes over and fry for 4 minutes. Serve with sauce.
