Clean the quinoa and steam for 15-20 minutes. Mix with the seasonings and set aside.
Heat the pan with oil, pan-fry scallops over low heat until both sides are golden color. Add some black pepper and the seasoning and pan-fry until dry.
Place romaine lettuce on a plate. Add the quinoa and scallops on top and serve.
Tip:
Soak quinoa in water for 10 minutes before steaming. This makes the quinoa has fluffy texture.
